As part of the Royal Commission for AlUla's efforts to enhance collaboration in developing regulatory instruments within its geographical boundaries, aimed at achieving sustainable development as one of the goals of Saudi Vision 2030, and contributing to the creation of a stable and supportive regulatory environment,  

And based on Council of Ministers Resolution No. (476) dated 15/07/1441H, which mandates the National Competitiveness Center to establish a unified electronic platform for gathering feedback from the public and government entities on laws, regulations, and related documents concerning economic and developmental affairs,  

The Royal Commission for AlUla invites all interested entities and individuals to participate by sharing their feedback on the regulatory instruments related to the Commission’s scope of work via the "Istitlaa" platform through the designated link.

The Ban Off-road Driving Activities within Vegetation Cover Lands

The RCU has identified instances of improper vehicle activities, including maneuvers and recreational stunts that generate dust and sand, commonly referred to as “Off-Roading”, which is a popular activity in AlUla County. However, these behaviors negatively impact the environment and contribute to the degradation of natural habitats and reduction of natural Vegetation Cover Lands.

In alignment with the RCU's strategic objectives to conserve nature, protect Vegetation Cover Lands, and maintain ecological balance, this Draft has been developed to outline proposed regulatory measures aimed at prohibiting irregular driving activities within Vegetation Cover Lands across the designated banned zones within the Geographical Boundaries. It also specifies penalties for any violations, in accordance with the RCU’s Statute and relevant regulations.

The Implementing Regulation for the Protection of Biodiversity

The Draft Regulation aims to protect, preserve, and develop Biodiversity elements and natural habitats within the Geographical Boundaries by establishing the following controls and procedures:
2. The Conservation of Areas Rich in Biodiversity located outside the boundaries of Protected Areas and developing mechanisms for their identification and classification.
3. Facilitating development activities within the Geographical Boundaries while ensuring the protection of ecosystems and Biodiversity. This will be achieved by implementing principles, mechanisms, and programs aimed at increasing Biodiversity and offsetting losses to mitigate impacts.
4. Classifying Protected Areas and other areas rich in Biodiversity with high environmental value located outside the boundaries of Protected Areas in accordance with approved classification standards set by the relevant authorities.

Heritage Regulation

Given that one of the objectives of Saudi Vision is to protect Saudi heritage, which is one of the most important strategic pillars upon which the RCU is founded, and considering the high significance of the heritage sites in AlUla that require protection and preservation, as well as the lack of a regulatory framework for certain heritage elements within the geographical boundaries, the Heritage Regulation has been developed to ensure the effective protection and preservation of heritage assets and archaeological sites, in accordance with the provisions of the RCU Statute, the Law of Antiquities, Museums and Urban Heritage issued by Royal Decree No. (M/3) dated 09/01/1436H, and relevant international treaties.

External Lighting Requirements

The proposed Resolution on External Lighting Requirements has been developed as part of the RCU’s efforts to enhance the geographical boundaries within its jurisdiction and improve services related to its municipal authorities, in accordance with Royal Order No. (A/38) dated 29/01/1442H. 
The resolution aims to regulate external lighting associated with public and private properties within the RCU's jurisdiction, in line with the technical guidelines. These guidelines establish requirements to minimize light pollution by regulating the levels and types of lighting used for external lighting of public and private properties, thereby contributing to improving the urban landscape, preserving the visual identity of the area, and aligning it with the aspirations for the boundaries.

Regulatory Guidelines for Parking Sunshade Canopies

In line with RCU’s objective to develop the geographical boundaries within its jurisdiction and enhance related services, developmental fields, and activities, the following goals are pursued:
1. Improving the quality of the urban landscape by establishing standards and requirements for the design and materials used in car parking canopies that align with the surrounding environment, comply with the RCU’s master plans, and support the desired developmental objectives.  
2. Enhancing the safety and quality of car parking canopies within the geographical boundaries to achieve environmental sustainability.
