RCU: Agents of regeneration

The Royal Commission for AlUla (RCU) was established by royal decree in July 2017 to comprehensively regenerate AlUla, a region of outstanding historical significance in north-west Saudi Arabia, as a global destination for cultural and natural heritage. 

RCU’s long-term plan outlines a responsible, sustainable, and sensitive approach to urban and economic development that conserves the area’s heritage while establishing AlUla as a desirable location to live, work and visit. 

This encompasses a broad range of initiatives across archaeology, tourism, culture, education and the arts, reflecting a commitment to meeting the economic diversification, community empowerment and heritage conservation priorities of Saudi Arabia’s Vision 2030 transformation process.

AlUla: A living museum

AlUla County is home to with a lush oasis valley, towering sandstone mountains and cultural heritage sites dating back thousands of years to when the Lihyanite, Dadanite and Nabataean kingdoms reigned.

The best-known site in AlUla is Hegra, inscribed in 2008 as Saudi Arabia’s first UNESCO World Heritage Site. Hegra was the principal southern city of the Nabataean Kingdom and includes 111 well-preserved tombs, many with elaborate facades cut out of the sandstone outcrops that surrounded the walled urban settlement. AlUla's rich cultural heritage encompasses 200,000 years of human history, making it one of the most significant archaeological areas in the world. AlUla was home to diverse civilisations that created the monumental tombs of Hegra, the maze of streets in AlUla Old Town and the legacy of Jabal Ikmah, an open-air library that contains hundreds of ancient inscriptions and is inscribed in UNESCO’s Memory of the World Register.

AlUla County also features incredible natural heritage. Native species of flora and fauna are being returned to conserved habitats in AlUla County as part of a grassroots-to-apex conservation approach that will one day return the Arabian Leopard to the wilds of north-west Arabia.

Today AlUla is a growing community of around 60,000 people – men, women, and families who have lived in AlUla for generations, who share deep roots and close bonds that connect them with the land and its future. 


WEF: An exchange of ideas

RCU’s participation at the WEF annual meeting has been a key moment in the RCU calendar since 2022. 

The annual meeting is a platform for RCU to advocate for its ambitious plans, underpinned by a strategic vision of sustainable development and community enrichment. In Davos, RCU has shared our story with global investors and C-suite executives alongside the ranks of government officials, investors, economists, academics, media personalities, business leaders, and scientists assembled in Switzerland year on year. 

RCU’s attendance at WEF 2025 is built around three pillars – investing in people, safeguarding the planet and leveraging collaboration.

RCU will attend WEF as part of the official Saudi House delegation, which, led by the Ministry of Economy and Planning, includes the Ministry of Tourism, Ministry of Health, Ministry of Investment, Diriyah Company, Royal Commission for Jubail and Yanbu, and General Authority of Civil Aviation.

The Saudi House pavilion will show how AlUla’s and KSA’s transformations are delivering sustainable and comprehensive regeneration aligned with Vision 2030.

  • Sharaan Resort by Jean Nouvel, blending heritage and luxury. In March RCU began rock excavation for construction of Sharaan Resort, which was designed by the architect Jean Nouvel and is being carved into the sandstone mountains of Sharaan Nature Reserve

  • AlUla tram system, the world’s longest cable-free tram line.  in January RCU awarded France’s Alstom a contract valued at more than 500 million euros to design and build AlUla’s experiential tram system

  • Work continues to upgrade roads in AlUla, 46 km to date, and install essential utilities, such as telecommunications infrastructure

  • AlUla International Airport. Airport developments across infrastructure and terminal buildings support capacity growth and future plans

  • RCU’s Smart County Programme is transforming AlUla into a globally recognised Smart County where technology and innovation coexist with cultural heritage and nature

  • Upgraded hospitals and new educational facilities, ensuring a high quality of life for residents

  • More than 4,800 residents have completed advanced upskilling programmes

  • AlUla Languages Institute promotes language proficiency for both residents and visitors, benefiting 3,653 participants to date
